Puff Cannabis Company has filed a lawsuit in Menominee County Circuit Court, naming the city and City Manager Brett Botbyl as defendants. The company argues it has met all state requirements and secured a certificate of occupancy, but city officials have refused to issue the final approvals needed to open. The suit claims the delay is intentional, designed to keep Puff from becoming the city’s ninth dispensary. Puff has invested millions to renovate the former Family Video on 10th Street and has hired staff to operate the location. The lawsuit comes as Menominee continues to debate a cap on dispensaries. A new election on the issue is scheduled for November 4th, with a temporary pause on new licenses in effect until then.
