Federal changes to the Supplemental Nutrition Assistance Program, or SNAP, known here in Wisconsin as FoodShare, could soon put both families and local county budgets under serious strain. Under the new federal reconciliation bill, H.R. 1, Wisconsin will now be required to pay a larger share of the costs to operate the FoodShare program. Those changes take effect November 1st, 2025, and state and county officials say it could stretch already thin resources even further. Without additional state funding, county Income Maintenance workers will have to manage all their current caseloads plus take on new verification requirements for work cases; all without extra staff or financial support. The Wisconsin Counties Association is urging local officials and residents to contact their state legislators, asking them to support the Department of Health Services funding request included in AB 387 and SB 390, the state’s current budget correction bills. They warn that without legislative action; thousands of Wisconsin households could face delayed or reduced benefits, and county operations could face serious budget pressure. Counties are also being encouraged to pass resolutions supporting additional funding for income maintenance staff.
